  1. SMUD's appliance rebates page lists $3,000 (50 gal+), $3,500 (65 gal+) and $4,000 (80 gal+) for gas-to-electric heat pump water heaters, "subject to availability of funding".
  2. Electric-to-electric replacements get $1,000 at any size; a gas-to-electric switch can add a $2,000 Go Electric bonus or panel upgrade rebate.
  3. A SMUD Contractor Network contractor must submit the rebate, and the job needs a permit and a thermostatic mixing valve.
  4. SMUD's reported median gas-to-electric install cost is $6,210, before rebates.
  5. ENERGY STAR estimates about $550 a year saved for a household of four, compared with a standard electric water heater.
  6. Federal tax credits for these heaters ended on December 31, 2025, SMUD's February 2026 release says.

How much is the SMUD heat pump water heater rebate?

SMUD pays up to $4,000. Its appliance rebates page, read in October 2026, sets the amount by what you replace and the new tank's size: $3,000 for a gas-to-electric switch at 50 gallons or more, $3,500 at 65 gallons or more, and $4,000 at 80 gallons or more. Replacing an electric water heater with a heat pump model pays $1,000 at any size.

A gas-to-electric switch can also qualify for a $2,000 Go Electric bonus or panel upgrade rebate; SMUD says the gas-to-electric conversion is required to qualify. SMUD raised these levels in February 2026, and its news release says the increase was meant to offset federal tax credits that expired on December 31, 2025 and state programs that "have run out of funding". All amounts are as listed in October 2026; programs change.

SMUD says these cost figures come from real customer projects in its Advanced Home Solutions program, refreshed each quarter, and that it does not vouch for their accuracy. It suggests getting at least three bids.

What conditions come with the SMUD rebate?

The rebate has to come through a contractor in the SMUD Contractor Network, who submits the application for your signature. SMUD's page lists these requirements:

  • You are an active SMUD customer, and the home is individually metered by SMUD.
  • The heater meets NEEA Tier III or IV requirements for climate zone 12.
  • The install includes a thermostatic mixing valve, which blends hot and cold water to keep the outlet temperature steady.
  • The project is permitted and passes inspection under city or county codes.

SMUD notes the contractor may take the rebate off the price up front and collect it from SMUD afterward. A heater bought and installed outside the network does not qualify. The permit also covers the earthquake strapping that California requires on every new or replacement heater; the strapping rules are set out separately.

How does a heat pump water heater work?

A heat pump water heater moves heat out of the surrounding air into the tank, using a refrigeration cycle that SMUD compares to "a refrigerator running in reverse". It still has electric resistance elements as backup.

SMUD says these units can deliver hot water at an efficiency of 300%, against a 99% maximum for gas and electric resistance heaters, and can cut electricity use for water heating by up to 60%. Those are SMUD's figures. The models run in different modes: "heat pump only" is the most efficient but slowest to recover, and "hybrid" or "eco" mode brings the elements on when needed. SMUD warns that if the elements come on often, the bill goes up.

Where does a heat pump water heater fit in a Sacramento home?

A garage is usually the easiest spot. SMUD says a garage install is "probably good to go", while a utility closet may need extra work to meet the unit's size and airflow requirements. ENERGY STAR's buying advice calls for a space that stays between 40°F and 90°F year-round with about 1,000 cubic feet of air around the heater.

Sacramento's climate mostly fits that window. NCEI's 1991–2020 normals for Sacramento Executive Airport average about 15.4 nights a year at or below 32°F, and the station's normals also show about 14 days a year at 100°F or above, so an uninsulated garage can drift outside the range on the coldest and hottest days. The unit blows out cool air as it works, which SMUD notes can help a hot garage in summer; the air can also be ducted outdoors.

Other fit checks from SMUD's page:

  • Power. Most models need a 240V circuit and a 30-amp breaker; a growing number run on 120V with a 15- or 20-amp breaker.
  • Size. Units can be taller and wider than the old tank.
  • Noise. SMUD compares it to a loud refrigerator.
  • Recirculation pumps. With an automated recirculation pump, a heat pump model may not be a good fit.

The tank still needs flushing and an anode check, plus an air filter that SMUD says needs periodic cleaning. The page on how long water heaters last covers upkeep and lifespan.

What does a heat pump water heater save?

ENERGY STAR's savings page estimates about $550 a year for a household of four, compared with a standard electric water heater, and more than $5,610 over the heater's life. Its table assumes $0.146 per kWh, a $1,503 extra cost and a 13-year lifespan; a two-person home saves about $270 a year in the same table.

That comparison is against electric resistance, not gas, so the figure does not carry over to a gas-to-electric switch. SMUD's February 2026 release says heat pumps deliver "about $500 a year" in savings, a SMUD claim covering its heat pump programs in general. Your result depends on your rate plan, household size and which mode the unit runs in; Levee Line makes no payback promise.

Who is outside SMUD's area?

SMUD's territory map page says it serves most of Sacramento County plus small adjoining parts of Placer and Yolo counties, about 900 square miles. If your electric bill does not come from SMUD, this rebate does not apply: the program requires an active SMUD account and a SMUD-metered home.

Homes outside that area should check their own electric utility's rebate pages and ENERGY STAR's Rebate Finder, which searches by ZIP code. Your water supplier is a separate question from your electric utility; which water district you are in is set by a different map, and water-saving rebates are on the rebates page.

Sounding notes

This page is based on SMUD's appliance rebates page and its February 18, 2026 news release, SMUD's territory map page, ENERGY STAR's heat pump water heater pages, and NCEI 1991–2020 climate normals for Sacramento Executive Airport, read in October 2026. Install-cost figures are SMUD's own reported medians and ranges. Left out: other utilities' rebate amounts (not verified), contractor names, and any payback figure beyond those attributed to ENERGY STAR and SMUD.

Downstream questions

Can I install a heat pump water heater myself and still get the SMUD rebate?

No. SMUD's page says the rebate must be submitted by a participating contractor from the SMUD Contractor Network, and the project must be permitted and inspected.

Does the SMUD rebate apply to a 40-gallon heat pump water heater?

For a gas-to-electric switch, SMUD's tiers start at 50 gallons or more. The $1,000 electric-to-electric rebate covers all sizes.

Why does SMUD require a thermostatic mixing valve?

SMUD describes it as a part that blends hot water with cold to keep a constant, safe outlet temperature. It is a program requirement for the rebate.

Can the SMUD rebate be combined with other incentives?

SMUD says its rebates can be stacked with statewide and federal programs and points to the Switch Is On incentive lookup. Its February 2026 release adds that federal tax credits expired at the end of 2025 and state programs had run out of funding, so check what is still open.

Will a heat pump water heater work in a Sacramento garage in July?

ENERGY STAR's siting range is 40°F to 90°F. Sacramento Executive Airport averages about 14 days a year at 100°F or above, so a hot garage can exceed the range on some days; the cool exhaust air SMUD describes partly offsets that.

Does my old gas line have to be capped for the gas-to-electric rebate?

SMUD's page does not spell this out. Ask the network contractor what the permit covers for the old gas connection.

Is the rebate paid to me or to the contractor?

The contractor submits the application for your signature. SMUD notes the contractor may give you the rebate amount up front and collect it from SMUD after the project is done.
